Regal 28 Express

Two boating terms that typically don’t go hand in hand are cruiser and trailerable. That’s because putting a livable cabin on board usually means adding weight and extending the beam beyond what are acceptable parameters for towing behind a pickup truck or SUV. But builders have long tried. A generation of “pocket cruisers” came and went, pushed aside a few years ago by the desire for bigger, better and roomier. But now, with people looking to scale down, the trailerable cruiser is making a comeback. And, as the Regal 28 Express illustrates, builders are doing it better than ever.

The Regal 28 Express actually has a waterline length closer to 26 feet — the 28-foot-10-inch length overall comes from the extended swim platform — and possesses the 8-foot-6-inch beam required to trailer boats in most states without a special permit. As stated, getting a livable cabin into those dimensions is a tall order. Regal engineers met the challenge first by shedding weight. They started by redesigning the cored stringer grid, making it leaner and lighter while fortifying it in areas where the boat endures the most structural stress. They also designed lighter cabinets and storage spaces and used resin transfer molding on hatches, which reduces the amount of heavy resin and improves the strength-to-weight ratio. The result is a boat tipping the scale at an estimated 7,585 pounds. That’s still a bit on the heavy side compared with the listed dry weights of other trailerable cruisers, most of which are a bit smaller.

For example, Four Winns builds the V265 ($98,362 with a 300 hp Volvo GiCDP), which tapes a 26-foot length overall, an 8-foot-6-inch beam and a 6,270-pound dry weight. And Chaparral has the 270 Signature Cruiser ($95,952 with the 300 hp Volvo GiCDP), listing at 6,900 pounds dry. The 270 has a 27-foot length overall with its swim platform.

What the Regal does have over its competition is a brighter interior, thanks to a window design that allows a better flow of natural light. While other builders rely on the traditional oval ports, Regal uses larger, more stylish triangle-shape windows in its hull sides. Those, in combination with the three deck hatches overhead, really help illuminate the space belowdecks. Even the midcabin berth has two circle-shape ports to bring natural light inside. On a small cruiser, this greatly improves the livability below. The ports are all screened, and when open, there is excellent cross-ventilation, a good thing since cramming a 110-volt genset into the engine compartment is an $11,685 option and the air-conditioning unit adds $3,100.

There’s a standard forward V-berth that doubles as a dinette, but the owners will want to leave that for the kids or guests and bunk in the midcabin berth, which sports a full queen mattress. The cabin sole is covered by lightweight yet durable bamboo. The galley to starboard has a fiddled Corian counter with a single electric burner, and the sink has a Corian hatch cover.

The head employs the full 6 feet of cabin headroom and also features a Corian countertop. I liked the electric toilet and really liked that Regal installed a separate shower head on the bulkhead. It’s more like a real shower than a spritz with one of those nozzles you find in a kitchen.

Stepping outside, the cockpit is well done too. The best place to start is at the helm, which features an adjustable double-wide captain’s bench that truly has room for two. Grabbing the reins at the helm, I noted that the 28 Express climbed onto plane respectably and easily settled into its optimum cruising speed. Top end was not blistering, but it did exceed 40 mph, fast enough for an express cruiser.

To port of the helm, passengers can sit side-to and face the captain or kick back on the rear-facing recliner and watch the wake. Or keep an eye on the activity aft. Abaft the port lounge there’s a molded-in entertainment center with the obligatory freshwater sink and removable cooler underneath.

My favorite part of the cockpit is what Regal calls the Ultra Lounge, a plush sun pad on the transom that has a four-position backrest, so it serves double duty as either a full tanning bed or additional seating. On a small cruiser, such versatility is a major plus. The optional Power Tower ($7,692) adds sportiness; it’s an arch that can be raised or lowered forward with the push of a button, which helps with bridge clearance, rack storage or highway towing.

Arch or no, one problem recurrent in all pocket cruisers is that their short length and tall height make them susceptible to wind around the dock or the launch ramp. The counterrotating-propeller Duoprop system found in the Volvo Penta sterndrive offset this, and I felt comfortable in tight handling situations. But if you’re not, Regal offers a $3,000 bow thruster option. It will help make docking this boat — or loading it on a trailer — as easy as pie. This type of option shows you can buy a small express cruiser and take it anywhere, be it by land or sea.

There’s a reason boats have names. It’s because they have character, personality. And the Regal 28 Express, a 28-foot express cruiser first launched by Regal in 2013, is the sort of vessel that has personality in spades. An undeniably quirky yacht, this model packs a lot of surprises, a unique identity, and a number of novel design solutions into an unusual compact form. The end result? A true innovation at the entry-level end of the express cruiser market, and a boat that discerning clients will soon consider to be part of the family.

A pocket-rocket form with bullet-like aerodynamics and a striking curved arch overhead sits relatively high on the water, and enjoys a 15-degree bow rise as it accelerates up to higher speeds. Curvaceous lines, sleek glazing, a sloping form to the foredeck and open aspect across the main deck may trick some observers into thinking this is a mere sportboat. But once aboard, inspecting the exquisite finish, ample relaxation space and capacious lower deck accommodation, you will appreciate that this is a yacht built for long-haul luxury.

In order to limit overall tonnage and to maintain structural integrity across the boat Regal have decided to construct this vessel using an innovative composite stringer grid system, bonding the hull and deck together at various key points to craft a rock-solid and unified lightweight form. The patented OceanTrac hull bottom has been designed to enhance balance, allowing the 28 Express to bank tightly on the turn and handle tricky conditions with precision and poise.

This sporty yacht is equipped with a set of 300HP Mercruiser 6.2L Magnum gasoline sterndrives as standard, though a choice of upgrades is available, including a pair of rugged Volvo V8 380HP Duoprop engines with top speeds of up to 35 knots on a lighter load. The most efficient speed to drive this yacht is at a cruising pace of 26 knots, which translates into a bluewater range of 122 nautical miles, more than enough for ambitious overnight exploration.

A handsome helm station harks back to the very best classical piloting dashboards by including an optional timber fascia, a hand-wrapped steering wheel and a series of metallic Faria gauges offering the sort pleasing, old-school feedback that evokes the golden age of cruising. Yet this helm also sits at the cutting-edge of modernity, boasting dual Garmin 943 multi-function display screens or an upgrade to a Volvo Glass cockpit with two touchscreens monitors. Extra functions include Lenmar bow thruster controls, optional switches for a transom trim-tab system, handheld VHF radio, power-assisted steering and, a must for the modern captain, control over the yacht’s Bluetooth-linked Fusion stereo speaker set-up.

If performance and build quality highlight this yacht’s serious cruising credentials, then its living spaces demonstrate an indisputable sense of fun. Forward sunpads are de rigueur on express models these days, and this yacht is no different, fitting a sloping double cushion out on the foredeck from where a pair of guests can soak up the rays. This is joined by another sunpad located to the stern, which comes with an adjustable backrest that can turn one sunpad into two adjacent sofas, one facing the cockpit and another with superb sea views. Just down from this sun-kissed seating is a rear SeaDek bathing platform with a 3-rung swim ladder, a transom shower, direct access to the sea and an optional set of underwater lights for magical late-night dips into the moonlit water.

Heading into a cockpit that has been expertly crafted to accommodate the entire family you will delight in the superb finish that has long been a hallmark of the Regal Boats brand. Rubrails, grabrails, cleats and fasteners boast the reassuring solidity of stainless steel, while deck surfaces feature non-skid MarineTred with a non-slip Seagrass or a FlexiTeek sole for a sense of sure-footedness as guests move across the yacht. Stylish deluxe seating, meanwhile, presents a cool and seductive place to relax that is lined in sedate Hitch tan or sandy River Rock upholstery with a pleasing, diamond-stitched finish. A transom sofa faces a twin seat just aft of the twin helm bench, while a port-side chaise-longue with an angular backrest provides the perfect place to take it easy and leaf through your favorite page-turner. Cup-holders are so intuitively placed across the deck that it seems you are never more than an arm’s length away from a chilled drink, while an aft wet-bar features a sink and a 25-quart Igloo cooler. Were it not for the soft stirring of the engines or the gentle sound of wavelets lapping at the hull-sides, you could almost imagine yourself at an opulent, beach-side terrace in Boca Raton while soaking up the rays out here.

Guests who wish to stay active, meanwhile, will enjoy hidden, under-seat storage for sporting gear as well as a transom locker that can keep your scuba and diving gear secure. Should the weather take a turn for the worse, however, then the Power Tower overhead contains a waterproof cover for the entire cockpit that can be assembled in a matter of moments. No mere ornament, the tower also functions as a towbar, as this Regal yacht is small enough to be trailered overland for cruising across hard-to-reach lakes and rivers. And if you need to fit this vessel under bridges the Tower can be lowered to reduce the vessel’s overall height.

As the day drifts into twilight and other boats head back to the marina, you’ll be staying out all night enjoying memorable meals with family or friends under a starlit sky. That’s because unlike those other boats, this yacht furnishes guests with overnight sleeping space for up to four across a lower-deck with an at-home feel. Full of character, this climate-controlled space is lined in authentic coastal driftwood to enhance the maritime feel, while a pale toasted oak sole, atmospheric horizontal strip glazing built into the hull and a trio of skylights keep the vibe breezy and open. A single-zone electric hob and a full-size microwave oven are on hand in a galley that also features Corian surfaces, hand-crafted storage, a sink and a fridge to keep guests well-fed with warm meals, while a V-shaped sofa with a teak-topped table up by the bow can be used for morning briefings and sociable breakfasts alike. This sofa can be easily turned into a bed for two, while a queen berth is artfully positioned just aft of the steps. A best-in-class head, meanwhile, keeps guests feeling refreshed thanks to a mirrored medicine cabinet, cherry-lined surfaces, a dedicated shower fixture and a toilet with overboard discharge.

Regal 28 Express Review, An Elegant and Robust Pocket Sports Cruiser

The first Regal 28 Express was launched by the U.S. brand Regal in 2012 to great acclaim. In a competitive express cruiser market, it managed to do things a bit differently while retaining the classic, angular styling beloved of sport cruisers. 

Fast forward to the mid-2020s and family-run Regal is still manufacturing the 28 Express thanks to its unabated popularity. It manages to be good looking and elegant, as well as highly practical and decidedly robust all at the same time. It’s perhaps this balance that is the key to its success. The very competitive price certainly helps too.

Designed for a comfortable weekend getaway, the 28 Express is packed with features and amenities you’d expect on a much larger model including a head with 6-foot standing room, queen-sized berth, and well-equipped galley. Regal 28 Express Performance

The handling of the Regal 28 Express is pleasantly responsive, and it offers a comfortable feel even in bigger seas. With a 15-degree bow rise, visibility from the cockpit is good even on acceleration, and it planes comfortably. Depending on the engine installed, testers have found max speeds up to 35 knots at 5000rpm and 1.5+ mpg, but a more realistic cruising speed to expect is in the mid-20s.
