Heesen's Galactica is the largest-ever all-aluminum yacht

What has an aluminum-plate backbone, more than one head, and runs faster than Usain Bolt? Heesen ’s superyacht Galactica— or “Project Cosmos,” as it was formerly called by the yard. The largest boat built by the Dutch shipyard to date is getting ready for its spring debutante ball. Fast, sporty and 262 feet long, the owner refers to Galactica as his “ultimate superyacht.”

Hundreds of yachts around the world are larger than Galactica . None of them are built entirely out of aluminum. For the owner who likes to make a statement with his custom new builds, Galactica had to be his largest and fastest one yet. The owner decided he wanted a 30-knot top speed—greased lightning for a yacht this size and a conundrum for the shipyard.

A 262-ft. steel-hulled boat with conventional propulsion wouldn’t be able to reach that 30-knot mark. But an all-aluminum boat might, though that metal doesn’t provide the type of structural support that heavier steel does. Such a yacht had never been built, even by an aluminum specialist like Heesen. It would take serious creative engineering.

The owner has history when it comes to these types of requests. His previous two yachts, Galactica Star and Galactica Super Nova are both all-aluminum with top speeds nearing 30 knots. At 230 feet in length, the latter was Heesen’s largest-ever build when delivered in 2016. Galactica is 30 feet longer, and while that doesn’t sound like much in the scheme of things, the technical ingenuity required to make it work had Heesen’s top engineers scratching their heads. The answer lay outside the boating industry, in the construction industry’s I-beam.

“Everyone knows the I-beam where you have the material on the outer veins of your structure,” Peter van der Zanden, Heesen’s general manager of design, development and engineering, told Robb Report . “That’s where our inspiration for the backbone came from, where we have the majority of materials in the bottom of the boat and on the main deck—our ‘outer veins’.”

The name “backbone” suggests a spine or something with flex, but the patented box-shaped structure is anything but. Composed of 15-mm aluminum plate, it’s lightweight and strong, running almost the full length of the yacht.

“We knew the design would work, our only concern was if it would work well enough,” says Van der Zanden.

Heesen created a scale model of the boat in water, divided into four segments, and simulated the pressures and forces at sea. When the results exceeded the requirements set out by Lloyd’s, the yard patented the design.

Of course, there’s more to Galactica than its hidden backbone. Key defining features of the Winch Design exterior include large sweeping panes of glass that trace the arching line of the superstructure. A bow helipad doubles as a cinema with seating and a screen that folds away into the deck. The glass-bottomed pool on the main deck reflects sun rays on the beach club below. Increasing the amount of light—both natural and artificial—throughout the boat was a chief request in this latest version of Galactica.

“The owner’s previous experience has certainly influenced the way Galactica looks,” James Russell, exterior designer at Winch, told Robb Report . “It takes time to learn what you love, and particular focus has been paid to areas where more time will be spent, such as the beach club.”

Inside, an interior by Sinot Yacht Design & Architecture includes a central glass elevator, brushed oak and marble finishes, and in the main deck lounge, hand-cut glass ceilings. Galactica ’s windows incline at 45 degrees, rather than the standard 90 degrees, to give the illusion that the panes of glass are larger than they are.

Glass is a recurring theme, from the glass detailing in the straw marquetry and stainless-steel wall located in the main deck lounge, to the drinks display cabinet on the bridge deck with bespoke-sized backlit glass cubes sized to fit individual bottles. But glass is heavy. For the yacht to be fast, it needs to be light.

On a yacht of Galactica ’s size, everything is large, from the four MTU V20 engines (12 tons each) and the two gearboxes (13 tons each), to the air-intakes and the fuel tanks. But everything was made as lightweight as possible. The boat totals only 1,700 gross tons. The owner’s 30 knots will come from the MTUs’ 19,320 horsepower as well as the variable-pitch propellers.

Nothing has come easy with this yacht build. Its January journey from Heesen’s shipyard in Oss to the port of Harlingen where the boat is undergoing final testing in the North Sea was a game of inches. It passed through villages and squeezed beneath canal bridges with less than half a foot to spare, a hair-raising exercise for an undelivered superyacht. It will be turned over to its owner in April.

Russian Billionaire’s Superyacht Mysteriously Vanishes

The Galactica Super Nova yacht owned by Lukoil CEO Vagit Alekperov seems to have turned off its tracking system, which would violate international maritime regulations.

It’s a 230-foot superyacht with room for 28 guests and crew—and yet, in the last week, it has seemingly vanished, just as other vessels belonging to Russian billionaires have been frozen or seized.

The Galactica Super Nova, owned by Lukoil CEO Vagit Alekperov, sailed in recent weeks from Barcelona to Tivat, Montenegro, arriving on March 1. But just a day later, the boat departed, according to data from the ship-tracking company MarineTraffic.

An official at the port in Montenegro confirmed that the yacht was no longer there.

Soon after it left, Galactica’s automatic tracking system, also known as AIS, stopped pinging out signals, reports MarineTraffic and its competitors VesselFinder and VesselsValue. As of Wednesday afternoon Central European Time, the boat had yet to update its location.

It is legally required for all yachts of Galactica’s size to have their AIS turned on “at all times,” said Sam Tucker, head of superyachts at VesselsValue. “For the past 12 months, we have had a very reliable signal coming from this vessel, so after seeing it [leave] Porto Montenegro, we are very surprised that there has been no signal received from either our satellites or ground stations.”

Duncan Bateson, a marine lawyer based in London, said it was likely that “if captains of Russian-linked boats are turning off their AIS tracker, then it's because they're trying to evade being tracked.”

Lukoil did not respond to requests for comment.

The timing of the disappearance has certainly raised eyebrows. Since Russia’s invasion of Ukraine, a number of megayachts linked to oligarchs have been frozen or seized by international authorities, including one tied to Putin confidant Igor Sechin, and the Lady M and Lena yachts, which were docked in the Italian Riviera.

“We’ve never seen anything like it,” Bateson said of the crackdown.

Some Russian megayachts have quickly relocated to the Indian Ocean, ostensibly to avoid being nabbed.

According to Tucker, Russian nationals own about 10 percent of all yachts longer than 79 feet, and the financial ramifications of the sanctions are not yet clear. Entire industries, from insurance firms to boat outfitters to fuel suppliers, rely on the vessels for business.

The yacht issue notwithstanding, Alekperov’s financial position is already shaky. His net worth has plummeted $17.6 billion so far this year, to $5.2 billion, according to Bloomberg estimates .

Much of his wealth is tied to Lukoil, the energy firm that he helped start as a state-owned enterprise in 1991. He served as the Soviet Union’s first deputy minister of the oil and gas Industry.

Neither Alekperov nor Lukoil have been sanctioned so far this year by Western governments, though the United States has banned Russian oil imports and some consumers have begun boycotting Lukoil gas stations (a move that could hurt American franchisees). The U.S. did place Lukoil on a sanctions list in 2014, citing “continued Russian efforts to destabilize eastern Ukraine.”

Alekperov, 71, reportedly convened with other top Russian business people to meet with President Vladimir Putin at the Kremlin last month.

Perhaps in an effort to distance itself from the current invasion, Lukoil published a statement on March 3 calling for the “soonest termination of the armed conflict” and pushing for a “ceasefire and a settlement of problems through serious negotiations and diplomacy.” It stopped short of labeling the conflict a “war” or an “invasion,” however—no surprise given the Russian government’s highly restrictive new censorship laws, which went into effect around the same time.

As the violence in Ukraine persists, so too does the mystery of Alekperov’s boat. Experts say there are some instances when a captain might turn off a yacht’s tracking device, such as when steering through pirate-infested waters, though that wouldn’t currently apply to Galactica.

Tucker noted that “rare events” like atmospheric disruptions, system failures, lightning strikes, or cyber attacks, could also theoretically cause the AIS to stop working.

Wherever the vessel is, Alekperov is apparently willing to part with it for the right price. The yacht—which features a removable film screen, glass elevator, and 20-foot infinity pool with a waterfall feature—is listed for sale for 75 million euros, or $83 million. According to VesselsValue estimates, its actual value is closer to $69 million.

The boat will be hard to offload whenever it does turn up. Said Tucker: “Everyone is now so scared of touching any money that’s associated with Russia.”

A rigorous and in-depth pre-design phase developed over more than 35 years of yacht construction expertise is a result of a very efficient building process that has seen the yacht built and delivered in just 41 months.

The sea trials spread over four days at the end of April and start of May on the North Sea, beginning with the moderate weather conditions with waves of 1,5m that got better over time and resulted in calmer conditions with waves of 0,5 metres and beautiful, clear skies.

Thanks to her high-performance Fast Displacement Hull Form (FDHF), together with a state-of-the-art propulsion system, GALACTICA SUPER NOVA went over her contractual maximum speed by 0,3 knots, reaching a top speed of 30,3 knots. In addition, she has demonstrated that she is a very quiet and highly manoeuvrable vessel in all sea conditions.

The luxury superyacht is fitted with two MTU wing engines with fixed pitch propellers and a third central engine with Rolls-Royce booster water jet. This is the first time that this type of configuration has been chosen for a superyacht, providing an impressive acceleration from 0 to 30 knots in just 75 seconds. Supery achts get ever bigger and more luxurious and thus, ever more expensive. But who buys them? Pointer, the research platform of Dutch broadcasting network KRO-NCRV, reveals some of the owners of Dutch built yachts. Buyers losing their anonymity include billionaires Dmitry Rybolovlev, Khalifa bin Hamad Al Thani, and Bernard Arnault.

In the Netherlands, the four major super yacht builders are: Feadship, Heesen, Damen Yachting (formerly Amels) and Oceanco. Orders in this sector remained almost constant over the years, but its turnover increased from a little over 500 million euros in 2006 to 1.5 billion euros in 2018. This points to the trend of ever larger and more luxurious superyachts.

Although a super yacht stands out in the average port, it seems almost impossible to find out who owns it. This is due to the fact that super yachts are generally purchased by companies and not under a billionaire’s own name. Pointer decided to lift a piece of the veil and compiled a list of owners. Some of the highlights of this list are presented below.

110-metre Anna

The 4693-GT Anna was built by Feadship and sails under the flag of the Cayman Islands. It is currently the largest yacht built by Feadship and was delivered in 2018. Its buyer is Dmitry Rybolovlev from Russia, who made his money in fertilisers.

Built in 2017 by Oceanco, it is both the largest yacht built at this shipyard and the largest yacht built in the Netherlands. The 4500-GT yacht takes the title as it is just a little bit longer than the Anna (361 ft versus 360 ft). It sails under the flag of the Cayman Islands and was built for Khalifa bin Hamad Al Thani, a former ruler of Qatar.

106.7-metre Black Pearl

The 2864-GT Black Pearl is the world’s largest Dynarig sailing yacht and was delivered by Oceanco in 2018. It can hit a speed of up to 30 knots under sail. Pointer cannot state with absolute certainty that Oleg Burlakov from Russia (active in cement, oil and banking) is the owner, but deems it very likely. It sails under the flag of the Cayman Islands.

101.5-metre Symphony

In 2015, the 3000-GT Symphony was the first Feadship to cross the 100-metre mark and was the largest yacht built in The Netherlands at that time. 83-metre Here Comes The Sun

The Damen built yacht Here Comes The Sun was delivered in 2017. The 2827-GT yacht was ordered by Alexander Dzhaparidze, active in Russia’s oil industry, and sails under the flag of the Cayman Islands.

77-metre La Datcha

The La Datcha is a 2560-GT luxury expedition yacht and the second yacht from the Damen Yachting SeaXplorer range. It was delivered in 2020. Its owner is Oleg Tinkov, a Russian oligarch, who earned his money in the entertainment and food industry.

70-metre Galactica Super Nova

The Heesen built 1200-GT Galactica Super Nova was delivered in 2016. It sails under the flag of the Cayman Islands. Its likely buyer is Vagit Alekperov an Azerbaijani and Russian businessman and the president of the leading Russian oil company Lukoil. Alekperov is also the owner of Heesen.

109-metre Bravo Eugenia

Although not revealed by Pointer, the 3418-GT Bravo Eugena was bought by Jerry Jones, owner of the American football team Dallas Cowboys. The yacht, named after his wife Genie, cost him 250 million US dollars (almost 225 million euros). This was reported by Mansion Global, which writes about the global real estate market, was able to pinpoint the yacht’s owner by tracking a license for the ship’s radio equipment from the Federal Communications Commission.

West hits Russian oligarchs where it hurts — their mega-yachts

The U.S. and European Union are cracking down on sanctions against Russian billionaires by taking control of their mega yachts and other valuable assets, including villas and private jets, parked in territory over which their governments have jurisdiction. 

Italy on Friday said it seized a $70 million yacht moored in Liguria, Italy, belonging to Alexey Alexandrovits Mordaschov, a steel magnate with close ties to the Kremlin. 

"Italy's police has just seized 'Lady M Yacht' - a €65 million yacht belonging to Alexey Alexandrovits Mordaschov located in Imperia (Liguria) - in compliance with the recent EU sanctions," Ferdinando Giugliano, a media adviser to Italy's prime minister, said in a tweet.

On Saturday, Italy's tax police also froze "Lena," a $54 million yacht belonging to Gennady Nikolayevich Timchenko, the founder of a Moscow, Russia-based private investment group and close friend of Russian President Vladimir Putin, whom the EU has sanctioned.

Assets that cannot be moved are even easier to take possession of, or prevent their owners from accessing. 

Italy also froze a $3.2 million property in Tuscany belonging to Oleg Savchenko, who is among the richest Russian business people. Giugliano tweeted an image of a Ministry of Economy and Finance vehicle in front of the estate, named "Villa Lazzareschi."

President Biden has also said the U.S. government is homing in on Russian oligarchs' super-yachts, private planes and other conspicuous symbols of their wealth as Russian President Vladimir Putin escalates his country's attack on Ukraine.  

A new federal task force, dubbed "KleptoCapture," will take aim at what Mr. Biden described in his State of the Union address on Tuesday as "the crimes of Russian oligarchs."  

"We are joining with our European allies to find and seize your yachts, your luxury apartments, your private jets," Mr. Biden said. "We are coming for your ill-begotten gains."

More than a dozen Russian billionaires are under sanction by the U.S., European Union and the United Kingdom, and some are trying to dodge restrictions by moving assets that are mobile — including mega-yachts — into territories where sanctions don't apply and where their property cannot be seized or their assets frozen. 

The super-yacht "Graceful," believed to be owned by Vladimir Putin himself, left Germany two weeks before Russia invaded Ukraine and recently docked in Kaliningrad, near Russia's nuclear weapons operations, data form MarineTraffic, a maritime tracking website, shows.

Putin ally Roman Abramovich, who made his fortune in the energy business, is not currently on any government sanction lists, but is making moves to unload valuable assets, including Chelsea Football Club. Among those assets is a super-yacht named "Eclipse" that is the third largest pleasure vessel in the world, measuring more than 540 feet long and 72 feet wide, according to Marine Vessel Traffic, a website that tracks the location of ships and other vessels, including privately owned yachts. It recently set sail from St. Barts to Philipsburg, the capital of Sint Maarten — the Dutch side of the Caribbean island Saint Martin.

"Le Grand Bleu," owned by Russian oil titan Eugene Shvidler, is also anchored off the island of St. Martin, where EU sanctions can be enforced. 

Too big to hide

Some oligarchs on sanction lists, who are alleged to have built their wealth in Russia through political corruption, have already been cut off from their own valuable assets. 

The EU's sanctions on Russian oligarchs on Wednesday led to Germany's freezing of a yacht owned by Alisher Usmanov, one of the wealthiest Russians, according to a Forbes report . According to Marine Traffic, the 512-foot yacht, named "Dilbar," had been stationed in Hamburg, Germany, since October 29 for repairs. 

The French Ministry of Economy and Finance on Thursday said its customs agents seized the "Amore Vero" yacht belonging to a company owned by Igor Setchine, director of Russian oil company Rosneft. The yacht had been stationed for repairs in La Ciotat in Southern France's Cote d'Azur region. 

While the crew's intention was to "sail urgently, without having completed the planned work," it was seized before it could depart, the agency said. 

Fleeing hotspots

In hopes of avoiding the same fate, some yacht owners are "hightailing it on the high seas," financier and anti-corruption activist Bill Browder told CBS News senior investigative correspondent Catherine Herridge. 

They are mooring their mega-yachts, some with 100-member-crews, in places like Dubai and the Maldives — a nation of tiny islands in the Indian Ocean, which does not have an extradition treaty with the U.S. "They're parking their assets where they cannot be seized," Browder told CBS MoneyWatch. 

The problem is that ships of this size can't stay indefinitely in a place like the Maldives, which can generate significant income through docking fees, given their need to refuel and stock provisions. 

"There are a number of these yachts in the Maldives, and unless those countries put sanctions in place they're probably safer there," Alasdair Milroy, a maritime accountant and owner of Breaking the Mould Accounting, told CBS MoneyWatch. "But you can only spend so long in someplace like the Maldives on a yacht of that size without needing provisions, or to refuel, so I don't know how well that will last for a longer period. I don't think they'll be able to do that for that long."

England Prepares To Relax Further Aspects Of Coronavirus Lockdown

Deputy Attorney General Lisa Monaco, who is in charge of the new U.S. task force targeting Russian oligarchs, issued a stark warning: "We will use every tool to freeze and seize your criminal proceeds," she said in a statement.

Confiscating Russian oligarchs' wealth could be an effective tactic, Browder told CBS MoneyWatch. "It's hugely symbolic, and part of this thing is psychological war. This really has an impact — if not financially, then psychologically."

At least 10 of the 100 largest super-yachts in the world belong to Russian oligarchs, according to Marine Vessel Traffic .

Websites tracking maritime activity show that other oligarchs' yachts are on the move as their owners attempt to shield their assets from seizure. The "Galactica Super Nova," a 230-foot long, $80 million vessel owned by Vagit Alekperov, president of Russian oil company Lukoil, recently left its mooring in Barcelona, Spain, where EU sanctions apply, and set sail for Tivat, Montenegro, in the Balkans, according to VesselFinder.com.

"Clio," a super-yacht owned by Russian industrialist Oleg Deripaska, is currently anchored off of the Maldives, according to MarineTraffic.com . A handful of other oligarch-owned mega-yachts are also moored in the Maldives, including Alexander Abramov's "Titan," Viktor Rashnikov's "Ocean Victory" and Vladimir Potanin's "Nirvana." 

How sanctions work

Placing an individual or their assets under official sanction does not give another government the legal authority to seize their assets — only to freeze or cut off their owner's access. 

"Generally speaking, sanctions are the authority that allow us to freeze assets. They are most easily understood in context of a bank account — it's literally put into a frozen account that still exists and collects interest and you own it, but you can't get any money from it," said Adam M. Smith, a partner at law firm Gibson Dunn. 

Tangible property must also be under the jurisdiction of the U.S. for any sanctions to work, or for the government to cut off their owner's ability to use an asset like a private yacht or jet. 

Daniel P. Ahn, a sanctions and economic warfare expert at the Woodrow Wilson International Center for Scholars and former chief economist for the U.S. State Department, said that targeting an individual's yacht can limit its use even it isn't seized.

"If it arrives in the West, any port that can refuel is not allowed to do that anymore. So maybe the yacht itself doesn't get seized, but it's a lot less useful thing to have," he said. 

For this reason, sanctioned individuals may choose to try to sell assets like yachts at a loss, rather than risk losing use of them indefinitely. 

"If I was an oligarch, the first thing I would do is I would protest and say I shouldn't be blacklisted. Second would be to see if I can liquidate these assets and claw back something, knowing that otherwise it may rot at the pier without proper maintenance and the like," Ahn said.

As far as their impact goes, the sanctions are more than merely symbolic, he added. "The ultimate objective is to make life very difficult for these oligarchs, and it has been achieved," Ahn said.

Inside the interior of Heesen's 80m flagship superyacht Galactica

When the 80 metre Heesen superyacht Project Cosmos, now named Galactica , hit the water for the first time in November , superyacht enthusiasts were quick to notice the ferocious pair of teeth custom painted on the superyacht’s bulb. It might have been assumed that this was indicative of an eccentric interior design hiding beneath the sleek exterior but this, according to Paul Costerus of interior design studio Sinot Yacht Architecture & Design , is not the case.

He describes the Galactica’s teeth as a “bit of fun”. Inside, however, the owner’s brief for the new Heesen flagship was for a “light” interior, in both light and atmosphere. The studio, which previously collaborated with Heesen on Home , Project Falcon and Galactica Super Nova , also penned the interior of the owner’s previous yacht and was asked to make Galactica’s interior “lighter and brighter” in comparison. “Sometimes,” Costerus explains, “you have an interior that feels as though it’s sitting right on top of you – our goal was to avoid that.”

To do this, Sinot focused on “adding light into the interior” with indirect lighting. Key examples include the glass ceilings in the main deck lounge, combined with materials such as faux leathers and woodwork, which add “interesting contrasts.” 

Another trick was the inclusion of large windows “angled towards the light”. These windows work to “drag” light into the interior and “frame the view”. Sinot also focused on lightening the interior in terms of the weight of the environment, with “light touches of nature” and layers of detailing.

Neutral woods and light silks contrast with stained walnut wood and stainless-steel detailing. The carpets meanwhile are made of natural fibres - silk and wool - while the light and dark stones add an extra layer of contrast.

The upholstery adds another layer of detailing, with headboards, cushions and wall panels bedecked in different shades of blue, from “sky blues to sea blues”. Up in the skylounge however, the colours change to “reds and oranges” in synergy with the sunsets that will be enjoyed from that area. When it comes to Costerus’ personal favourite space on board, he immediately points to the owner’s cabin. Galactica will be a busy yacht, with a steady flow of the owner’s friends and business colleagues.

The owner’s cabin however will remain entirely private and as a result, features a “natural and calm” décor with a higher level of detailing seen elsewhere on the yacht. This is evident in the intricacy of the stitching in the wall panels and headboard, the latter of which could be considered an “art piece”, Costerus says. Unlike the guest cabins, which feature retail light fittings, the light fittings in the owner’s cabin are custom made. “It’s the most luxurious space on board,” Costerus says, “it’s really a showcase of the level of detail that Galactica offers.”
