Everyday Heroes: Pride of place motivates Adopt One Block founder Frank Moscow

PORTLAND, Ore. — It’s been a tough year for Portland streets.
In the middle of a pandemic the city suffered through months of protests and a homeless crisis that has spun further out of control.
For some, like today's Everyday Hero, cleaning up the streets and restoring Portland neighborhoods starts with doing it yourself -- one block at a time.

It’s a rare sunny winter’s day in Southeast Portland.
For 11-year-old Archer Moore and his parents, it’s the perfect day to make their rounds, cleaning up their adopted block near their home.
"I like getting outside and spending time with my family, and it feels good to help out the neighborhood,” Archer said.
The Moores are part of a growing grassroots effort of block ambassadors who've signed up to clean Portland streets through the Adopt One Block program developed by native Portlander, Frank Moscow.
Moscow said his model is different from other organized cleanup efforts
"You don’t have to drive to volunteer,” Frank said. “You don’t have to schedule to volunteer. You don’t have to join an organization. You don’t have to do any fundraising.”
People who sign up through the group’s website are assigned a block to adopt based on their location.
That sets in motion the free delivery of cleanup supplies. Then you clean up the block at your convenience.
The effort is catching on.
“We launched this four months ago and we’ve already had one thousand blocks adopted in the city of Portland,” he said. “And we have done this with hardly any outreach.”
Robin Moore heard about the program through her son’s school.
“It’s like walking with purpose,” she said. “I like to get outside anyway, and it gives me something to do.
Her husband Kevin agrees.
“I love it,” he said. “Robin is the one who had the passion. It gets us outside, it brings us together, and brings me outside. It’s great.”
Frank says the Moore’s efforts show that people are hungry to bring back at least a semblance of order and cleanliness to their stressed-out neighborhoods.
“People feel good about being able to look back on their block and say, you know, I can’t change the city but my goodness, I can absolutely make a difference in my block and neighborhood,” he said.
Frank said during trips to Iraq and Vietnam he noticed that pride in ownership extended from the storefronts, to people's homes and entire neighborhoods.
“They didn’t look for the government to begin doing it,” he said. “They didn’t look for anybody else to do it, they just viewed it as their personal responsibility to make their storefront, their home front and their block clean and inviting and safe.”
He's hoping to transform his own city the same way -- one block at a time.
Adopt One block volunteers are asked to maintain their chosen block on an ongoing basis once a week for a year.
Volunteers are given a pickup tool, or trash grabber, heavy duty trash bags and protective gloves.
