PPCDL Practical Handling Assessment is conducted on Saturdays (except public holidays) at 9.00am, 11:00am and 1.30 pm at Poly Marina, 50 West Coast Ferry Road.
Please bring along the following documents on the day of the test, Otherwise you may not be allowed to take the test.
Upon passing the Practical Handling Assessment, candidates will have to mail the result slip, a copy of NRIC/Passport and 2 recent passport-sized photographs to MPA's One Stop Document Centre to obtain their Powered Pleasure Craft Driving Licence (PPCDL).
No postponement is allowed except for the following reasons:
a) Medical (to produce a valid Medical Certificate) b) Reservist/Mobilisation (to produce a valid supporting document)
c) No refund for Duplicate Bookings
Attire for both the PPCDL Theory and Practical Examination
a) Candidates are to be dressed in proper attire.
b) Slippers and singlet are strictly NOT permitted.
You will not be allowed to sit for the examination if you are more than15 minutes late.

The Powered Pleasure Craft Driving Licence (PPCDL) is required for driving of engine powered/jet-propelled pleasure craft (with SZ or SZH licence prefixes) below 24 metres within Singapore port limits.
You must first undergo training in an approved PPCDL centre . Upon completion, you will receive a PPCDL Attendance Course Certificate. The cost of this varies depending on your centre, usually around $300
You must then study for the PPCDL theory test and sign up for the test at Singapore Polytechnic. You also need to finish an eyesight/handicap test before this. This test costs $21.40
After passing the Theory test, you can sign up for the Practical test. Upon completion, you will then be prompted to create a license. This test costs $53.50 The license costs $20 SP Practical Signup
Your instructer from your PPCDL center should have sufficiently briefed you on most basics. However you should read your course handbooks extensively, and if possible, complete your provided worksheets. If you want to practice even more, we have a 30-question Theory Test Simulator that you can use!

General information for boat driving license in singapore.
The Marine Port Authority (MPA) has to ensure adequate knowledge of local waters, particularly some of the restricted islands and how busy the port is, foreign personal watercraft or boat driving licence are not convertible to Singapore’s local licence. Below are the 2 pleasure craft licenses available for any SZ or SZH vessel. There is also a third option, online self-assessment that can be taken for visiting pleasure crafts who also need to get a cruising permit, click here to apply.

There are three stages to obtain your PPCDL. Qualify , Exam and Practical.
NOTES: Upon completion of the course, applicants will need to book their exam, which generally takes place around one month after the initial course. *If you need your PPCDL urgently* , applicants can pre-book their exam before taking the course. Please note, however, that you will still need to have completed the course before taking the final exam.

If you fail, you will need to book and pay again. The one-hour exams are only held on Tuesday and Thursday evenings at 19:00-20:00 and 20:00-21:00.
NOTES: A lot of people fail the first time . It is not uncommon for applicants to book two (or even four) exams in one week. If you fail, however, you will need to rebook the exam again (which can take up to a month).

You will now need to book your PPCDL Practical Handling Assessment which before COVID only take place on Saturday mornings at 09:00 (better, less wind and vessel movement) or 11:00 at Poly Marina (50 West Coast Ferry Road, located next to the Republic of Singapore Yacht Club)
Applicants will be split into groups and the assessment will target the following five competencies :
Applicants will then have a one-on-one exam with the assessors to go through lights , signals, and other scenarios .
NOTES: If you are not confident, you can contact your PPCDL center for a refresher course , which can be completed at your original course venue. In addition, applicants can also book refresher courses at the actual venue where the course will be held – this is especially helpful if you have never been to the Poly Marina and don’t know the surrounding environment.
Once you pass the practical you will be able to go to your Digiport and pay for your physical boat driving license ( SG$20 ).

To apply for a new PPCDL , applicants will need to submit the following via Digiport – for SingPass holders, please choose Individual and enter your SingPass to login. If you do not have SingPass, please choose Online Forms .
Applications for a new APPCDL must be made within one year of passing the examination (if not, applicants will need to re-take the examination). Online applications will be processed within the next working day. Applicants will then receive an email with transfer payment details. Once paid, your receipt will serve as a temporary boat driving license whilst your APPCDL license card is being produced. Please expect a further two weeks until the license is posted to your residential address.

Getting your Powered Pleasure Craft Driving Licence (PPCDL) is the 1st step in your boating journey. PPCDL is needed for you to legally drive a boat up to 24m in length in Singapore. The Boat Shop Asia is an International Yacht Training (IYT) accredited training school in Singapore and Malaysia. The training academy is focused on powered craft training courses and offers growing numbers of IYT courses from our academy including VHF Maritime Radio Training Course and Small Powerboat & Rib Master Training (ICC10M) .
IYT tickets (certificates) obtained by students will be issued International Certificate of Competency (ICC) which is adopted by certain United Nations resolutions and thereby recognized in a good number of countries around the world as a yacht/boat driving license in the country. Bareboat (self drive) charter boat companies from those countries also recognize the ICC certificates and allow holders to charter their boats on a bareboat basis. This means that your IYT ticket (certificate) is now an internationally recognized boat driving license.
There are 3 main types of package courses for International Yacht Training (IYT).
The Basic Course package is for learners who have obtained their Powered Pleasure Craft Driving License (PPCDL) and completed their Basic Competency Course (BCC). The Maritime and Port Authority (Harbour Craft) Regulations state that no vessel shall be used as a harbour craft within the port without a harbour craft licence.
Categories of licence
Under the provisions of the above Regulations, harbour craft licences are issued by the Maritime and Port Authority of Singapore (MPA) to vessels used for commercial purposes within the port. The following categories of licence are issued:

SINGAPORE – From Dec 1, 2025, users of unmanned aircraft (UA) such as drones must comply with new regulations requiring UA weighing more than 250g to have “digital licence plates”. This measure aims to improve aviation and public safety and security in Singapore, the Civil Aviation Authority of Singapore (CAAS) said on Sept 2.
When a UA is in flight, the digital licence plate – known as Broadcast Remote Identification (B-RID) – transmits information such as the UA’s position and the location of its operator.
Users with an operator permit who use the FlyItSafe mobile app while operating UA are exempt from the B-RID requirement.
The app allows the UA operator to monitor his UA flights to ensure they are within permitted areas and to prevent unintentional breaches into non-permitted zones.
A B-RID is also not required if the UA is operated indoors or in an enclosed environment, CAAS said in a statement announcing the launch of a month-long public consultation to seek feedback on the implementation of the B-RID requirement in Singapore.
B-RID uses Wi-Fi and Bluetooth technology to share information such as the UA’s position, serial number and the operator’s identification reference number.
“The information that is broadcast from the UA can be received within transmission range by government agencies to identify the UA in flight for safety and security purposes,” CAAS told The Straits Times.
It noted that the US Federal Aviation Administration (FAA) and the European Union Aviation Safety Agency (Easa) have also introduced B-RID requirements.
The FAA did this in September 2023, while the Easa followed suit in January.
In Singapore, more than half of registered UA already have built-in B-RID modules, and the majority of new UA also come equipped with these.
Owners of UA not equipped with B-RID must install a B-RID module on their UA by Dec 1, 2025, in order to fly it, CAAS said.
The number of registered UA in Singapore has ballooned from 8,205 in December 2020 to 24,567 in July 2024.
“With their potential to transform the way people live, work and play, UA activities in Singapore have gained much popularity over the years,” CAAS said, adding that it would continue to “facilitate the beneficial use of UA while ensuring aviation and public safety and security”.
CAAS said it intends to pay for the installation of B-RID modules for users who apply between Jan 1 and March 31, 2025. After this period, users will have to bear the cost of a B-RID module, which is between $120 and $250.
The regulator will also provide educational and guidance materials to help users choose the correct B-RID module for their UA and to check that the module is working.
Mr Benjamin Goh, head of training at Drone Element – a UA training and assessment organisation – said those who build their own UA would be most affected by the new rules.
He added that besides the cost of the B-RID module, this group may find it difficult to incorporate the module into their UA, as the aircraft may not be able to take the weight of B-RID modules.
Mr Farhan Tahir, administrator of the Universal Drones Singapore Facebook hobby group – which has about 8,100 members – said drone groups are “panicking” about the potential rising costs of taking up drone flying as a hobby.
“If I have multiple drones, how many (B-RID modules) do I need (to apply for)?” Mr Farhan, who is in his 30s, asked, calling for more clarity on the new rules.
In response to ST’s query, CAAS said a B-RID module may be transferred from one registered UA to another.
Mr Farhan is also concerned about how the requirement will affect tourists who want to use their drones here and those coming to Singapore to join drone flying competitions, which are usually held outdoors.
In July, a Chinese tourist was fined $12,000 after flying a drone illegally to take aerial shots of Marina Bay. Three others were charged with allegedly operating drones in the Marina Bay area and near the State Courts building in Havelock Square.
That same month, CAAS suspended aviation technology company H3 Dynamics from operating UA after one of its drones crash-landed in a condominium development in one-north.
In 2023, CAAS dealt with 306 cases of unlawful drone use, compared with 396 cases in 2022 and 266 cases in 2021.

SINGAPORE: Singapore granted conditional approvals to another two companies on Thursday (Sep 5) to import low-carbon electricity from Indonesia, as the country raised its import target.
The two companies – Singa Renewables and Shell Eastern Trading – have been given the conditional nod to import 1.4 gigawatts (GW) of electricity in total, said the Energy Market Authority (EMA) on Thursday (Sep 5).
"EMA has (preliminarily) assessed these projects to be technically and commercially viable," it said in a media release.
"The conditional approvals seek to facilitate the companies in obtaining the necessary regulatory approvals and licences for the projects."
Singapore aims to achieve net zero emissions by 2050. EMA said it will continue to engage companies with "credible and commercially viable proposals" that can contribute to its 2050 target.
The two firms are not the first to be given conditional approvals to bring in low-carbon electricity from Indonesia.
In September 2023, five companies were granted conditional approvals to import 2GW of electricity in total from Indonesia.
On Thursday, EMA announced that these five firms have taken the next step in the process and been granted conditional licences – the first firms to be given such licences.
This came after "substantive progress" was made by the five Indonesia-based projects, said EMA.
The five companies are:
Pacific Medco Solar Energy will import 0.6GW, while Adaro Solar International and EDP Renewables APAC will import 0.4GW each. Vanda RE and Keppel Energy will import 0.3GW each.
The five companies have commenced and are at various stages of completing marine surveys and feasibility studies.
They have also "demonstrated their ability to meet the requirements of both Indonesia and Singapore", EMA said.
Conditional licences may be issued to electricity import projects that have been assessed to be technically and commercially viable, and are in an advanced developmental stage.
"When the obligations in the conditional licences are fulfilled, EMA may subsequently issue the companies an electricity importer licence to commence construction and commercial operations," the authority said.
The conditional licences and conditional approvals were awarded during the Indonesia International Sustainability Forum in Jakarta on Thursday.
The progress of these seven projects builds on multiple memorandums of understanding (MOUs) between Indonesia and Singapore on energy cooperation, EMA said.
The MOUs were signed in January 2022 and in March and September last year.
“These MOUs affirm both countries’ commitment to facilitate cross-border trading projects and interconnections between Indonesia and Singapore, and investments in the development of renewable energy manufacturing industries, such as solar photovoltaics and battery energy storage systems in Indonesia," said EMA.
Import target raised.
In 2021, Singapore set its sights on importing up to 4GW of low-carbon electricity by 2035.
Since then, it received over 20 proposals from multiple countries, demonstrating the viability of low-carbon electricity imports as a pathway for decarbonising the power sector, said EMA.
The power sector currently accounts for about 40 per cent of Singapore's carbon emissions.
In total, EMA has issued conditional approvals to nine projects so far, including the five that have advanced to conditional licences.
These projects include Keppel Energy’s proposal to import 1GW of low-carbon electricity from Cambodia and Sembcorp Utilities’ proposal to import 1.2GW from Vietnam.
“Given the encouraging progress of electricity import projects and to ensure adequate supply to meet our future energy needs given growing demand, Singapore will raise its ambition and seek to import 6GW by 2035,” said EMA.
It added that it would continue to study all decarbonisation pathways for the power sector.
These included hydrogen, solar, deep geothermal energy, nuclear energy, as well as carbon capture and storage technologies.
"As Singapore decarbonises, EMA will also seek to strike an optimal balance between energy security, sustainability, and cost competitiveness," the authority said.
